Beware of entry level Search Engine Consultants or Webdesigners with a couple years of entry level experience that will give you minimal success and in some real world cases actually help you lose money. It's not just the hourly cost for design, development and marketing because you'll actually end up paying much more in the long run for an entry level worker for their learning curve and mistakes. An entry level worker may take 2 to 5 times the time an experienced worker would take, and even then still make fatal business mistakes with your website. Also beware of various easy to use software packages and templates. Many of the automated tools used today can hurt your search engine rankings. Also some automated as well as borderline spamming techniques can get you de-listed or banned all together. Once you are banned, it is extremely hard to get back into a creditable search engine.
Some companies spend over tens of thousands of dollars on their Search Engine Marketing and Optimization (SEM and SEO) with little to no real sales leads and in some cases a negative impact on their website rankings. You need to spend wisely and be knowledgeable about what you do online. In fact when companies spend wisely and see the returns, they usually immediately will increase their Search Engine Marketing budget to reap the high return on investment that can be gained. Over a 1 to 2 year period, I have increased online revenue for my clients by up to 500%.
These days it's easier to get a basic website created, however it's more difficult to create a successful website as well as rank higher in the Search Engines due to so much direct and indirect competition and ever changing technology. A good analogy would be what typing was many years ago, so even now that typing, grammar, and spell checking is automated by computers and word processing software and even though a 10 year old can type their homework on a computer, it does not necessarily mean a 10 year old or even a college graduate can create a successful marketing or sales document, business presentation, loan/grant proposal, or best selling book. An initial investment in getting the job right now will save you money in the long run and help grow your company.
So even though you create a webpage and online marketing campaign using an automated software, it does not mean your website will sell or attract visitors, just as a black and white cheap photocopy of a word document doesn't count as your official marketing catalog.
If you do exactly what every one else does, then you'll be at the same place and no higher than your competitors that do the same thing, and much more lower than companies that do things in a smarter way.

For additional consulting and hands on implementation, my rates are:
$500/hr for personal 1:1 training of your staff to implement SEO/SEM on your own
$200/hr for short term project work with no contracts or commitments
$100/hr for short term contract work with a 6 month contract with a minimum of $5K/mo retainer
$75/hr for subcontracting under other agencies, web designers, consultants, or marketing firms with a 12 month contract with a minimum $10K/mo retainer
